Lottery Scam Email:
HERITAGE LOTTERY INTERNATIONAL
Did you receive an email from the "Heritage Lottery
International" claiming your email address won and to contact "Desmond Duke"?
It is just another
obvious scam, as this sequence of emails will show, the scammer will first try
to get personal information from you, con you, then get you to pay various
"fees" BEFORE you can collect your "winnings". Of course, no lottery notifies its winners
nor requires you to pay ANY fees. And since when does the People's Republic of
China allow lotteries that give away money to foreigners, and work with the
Japanese government to run a lottery? You'd really have to live in a cave
for the last 50 years to believe that! And dumber than dirt, as well...
Don't be fooled: There is no such thing as a
"computer ballot system", no one wins a lottery simply by having an
email address and NO legitimate lottery that will notify you by email; especially when you didn't buy
a ticket from them!
If you still think this might be legit, see the
highlighted passages in the email
below, that draw attention to the other, additional signs of a scam; such as
keep confidential, selected by a random computer lottery of email addresses, no
website of their own, use of free hotmail/yahoo email accounts, numerous
misspellings, poor grammar and punctuation, etc.
Notice that they claim to be in the United Kingdom, yet they have a
free Yahoo email address in Hong Kong!

place shall pay a withholding tax of 19%.
This is an excerpt of the chinese Lottery tax laws pertinent to your case.
The current tax withholding for non residents for prizes over US$20,000 is 15%
